Dr. Abhishek Kumar
Dr. Abhishek Kumar (Ph.D.) in Mathematics and Information Sciences has been working as a Senior Scientist at Council of Scientific and Industrial Research (CSIR) Hqrs, New Delhi, Ministry of Science and Technology, Govt. of India, since 2010. He has been involved in wide spectrum of roles and responsibilities started with Design and development of ICT solutions, implementation and Coordination of national ICT R&D projects, R&D management, Skill Development activities and ICT policy formulation for CSIR. Presently he is associated with the Central Planning Directorate (https://www.csir.res.in/mandate-cpd, https://www.csir.res.in/activities-cpd) of CSIR HQ and working for overall budgeting and planning of CSIR.
Some of his major present roles are as below:
⦁ Overall Budgeting and related planning for CSIR;
⦁ Nodal, CSIR for The Department - Related Parliamentary Standing Committee On Science & Technology, Environment & Forests And Climate Change;
⦁ Coordination and Management of Govt. of India ambitious projects namely SARAS MK2 (19 seater LTA) and HANSA-NG (New Generation 2 seater trainer aircraft);
⦁ Coordination, Implementation and Management of Projects from CSIR Physical Sciences, Chemical Sciences and Mathematics and Information Sciences research laboratories/ units;
⦁ Coordination and Management of CSIR ambitious initiative to stop Bio-piracy of its traditional knowledge which is running under CSIR-TKDL (Traditional Knowledge Digital Library); and
⦁ Coordination and Management of numerous CSIR initiatives and interventions for mitigation of CoVID-19
Major achievements:
⦁ Former Nodal for CSIR Societal Program CSIR-HARIT intended to address CSIR scientific social responsibility and helping GoI in achieving its committed Sustainable Development Goals (SDGs);
⦁ HANSA-NG project completion and which is presently at Transfer of Technology phase;
⦁ During COVID-19, leaded CSIR Team which under Public Private Partnership mode designed and developed Aarogyapath: National Healthcare Supply Chain Information platform (https://aarogyapath.in/). The portal aims to provide real-time availability of critical healthcare supplies and has been launched and handed to the nation on June 12, 2020;
⦁ Designed and developed C-DIS (CSIR- Data Infographics System, ⦁ http://c- dis.csir.res.in/) which is acting as a centralized CSIR data ecosystem; and
⦁ Handed CSIR budget planning as per Government of India budgeting for FYs 2020-21 and 2021-22. Successfully handled the overall CSIR research budgeting in the unprecedented time of COVID-19 and come out with noble ideas and methodologies to support CSIR research and management activities.
He has completed his Masters in Computer Applications from National Institute of Technology, Tiruchirappalli (NIT Trichy, https://www.nitt.edu/ ). He completed his PhD in January 2021 from Academy of Scientific and Innovative Research (AcSIR, https://acsir.res.in/ ) with research title as “Mathematical Modeling and Development of Decision Support System” which was aimed with the study to understand the genesis and modelling of normative decision processes and design and develop a Multi-attribute Decision Support System (MA-DSS) for R&D organization to facilitate project portfolio selection and funding decisions. He has worked as Research Scholar at CSIR-National Institute of Science, Technology & Development Studies (CSIR–NISTADS), New Delhi for his PhD programme.
He has more than 12 years of Industry and R&D experience in ICT domains namely Data Sciences, Data Security, Supercomputing, Performance Analysis, R&D Planning & Management and STI policy formulations. Additionally, having a good exposure in research project portfolio planning, budgeting and funding policy formulations.
Prior joining to CSIR, he has worked as Software Engineer with Globally Renowned Security Solution Provider Symantec. Worked on globally reputed security solutions namely Norton Antivirus/ Norton Internet Security, Norton Family/Parental Control, Norton Safe Web and Norton Power Eraser.
